Operating license for the Harmonized System

Under the HS license, the WCO may grant you the right to include constituent elements and updates to the Commodities database and Explanatory Notes (see contents of the licence) in your product* for commercial or other purposes, under the terms and conditions of a mutual agreement made between your company or organisation and the WCO.

* Online international trade database, CD ROM (for example)

The HS license includes the following components:

The commodities database and Explanatory Notes comprise the following components:

·          Explanatory Notes to the Harmonized System – Fourth edition – 2007

·          Commodities database: an extensive list of products and goods with their 6-digit HS code (around 200 000 references)

·          Description of amendments to the HS (which came into force on January 1st, 2007)

·          Correspondence tables between the 2002 and 2007 versions of the HS

·          The HS Nomenclature applicable on January 1st, 2007 (legislative text)
