The Diagnostic Framework is a standardised diagnostic tool and a guide for drawing up and implementing projects aimed at improving the quality of capacity building initiatives in the Customs Administrations of developing countries.
It promotes the effective implementation of WCO and WTO Conventions, other Conventions and instruments and provides examples of best practice and useful trade or Customs-related reference material, which may help build capacity building solutions that can be adapted to meet the needs of each Customs Administration in the environment in which they are working.
